Builds a CXF document from a slice of entries (VaultData.api_keys).

Bundle members (bundle_id set) are grouped into one multi-credential Item per bundle; the bundle’s own parent entry contributes the item’s title but no credential of its own — a bundle entry’s payload is its members, not a value in api_key.
