Trust-on-first-use bootstrap: accept whatever is presented and record its fingerprint.
Returns the config and the slot the fingerprint lands in. The caller must send no credentials over a connection built from this, because nothing has been verified yet — that is the trust decision the user is about to be asked to make, exactly as with SSH’s host-key prompt.
